What is ENERGY STAR Cold Climate certification?
ENERGY STAR Cold Climate is a certification for heat pumps that proves cold-weather performance, not just cooling efficiency. To qualify, a system needs a heating efficiency (HSPF2) above a set floor, plus a proven capacity to actually deliver heat at 5°F, not just a strong summer cooling number.
Why SEER2 alone doesn't tell you this
SEER2 measures cooling. A unit can post an impressive SEER2 number and still be a poor cold-weather performer, because SEER2 says nothing about heating capacity at low temperatures. That's exactly what ENERGY STAR Cold Climate certification is designed to catch: it requires a minimum coefficient of performance (COP ≥1.75) with at least 70% of rated capacity still available at 5°F.
